    It's called creative accounting. Quite typical in government operations.

    Look Moonbeam and company don't have any other options. They can either admit the state is f**ked and do a political high dive off the Golden Gate Bridge or lie their asses off to a bunch of greedy union workers and welfare leeches.

    So they keep kicking the can down the road until it blows up in their faces and probably take the entire U.S. with it.
