Ash Carter is a bureaucrat through and through, though I'd wager he's much more competent than most bureaucrats. What people fail to understand is, there is a Grand Canyon between having technical competence and having leadership ability.
You want people like Mattis leading the charge. You want people like Carter advising them.
We saw this all over the Obama administration...technically competent pussies. Compare, for example, the old and new Secretaries of Energy:
Dr. Moniz has a PhD in Nuclear Physics, a worthwhile degree if there ever was one. But does he look like a leader, or does he look like a nerd in a suit?
It speaks volumes of how former president (man, that sounds good) Obama, and the Democrats in general, regarded the importance of our military, doesn't it?
Disagree with your assessment of Ash Carter. He is accomplished in his own right. Donald Trump doesn't like to hire people who are smarter than himself. He is not very bright so I can imagine his cabinet picks probably won't be the smartest people. Time will tell how this experiment will go. He will be lucky if he can make it through one term.

I noted that Carter served at Defense under Clinton, when the US govt broke the promise made by Pres. Bush not to expand NATO into Eastern Europe and up to Russia's borders. I don't remember hearing Carter protesting this world-historical dishonor and recklessness.
Not a bad comparison for sure. But the one I prefer is Trump's "We", "You" vs "I,I,I", "me" from Obama.
Course there is a catch. The lexicon Trump utilizes explicitly demands that rank and file Americans get up off the couch, burn down the old order and erect the new.
