What would stop people living in California from buying their cars from across the border in Nevada or Oregon and bring it back home? If I were going to be a car seller in 2035, I would so set up shop in Nevada.
I wouldn't sweat this. It's less than certain, to put it kindly, that California (or any other U.S. state, for that matter) is even going to exist in its current form by 2035. Nuisance's fiat is reminiscent of the Soviet Politburo issuing five-year plans in 1990 even as the USSR was collapsing.
I bet Elon Musk is creaming in his shorts right now! If he could get a few other states to sign on he would have it in the bag. Nothing like regulatory capture to make your free market business actually profitable.

They probably will not allow you to get license tabs for an ICE vehicle. But I agree with the other poster here that CA will unlikely exist in its current form in 2035. Besides, who knows. Maybe we will have LENR powered cars be then and the whole issue will be moot.
