Hilarious.I wouldn't sweat this. It's less than certain, to put it kindly, that California (or any other U.S. state, for that matter) is even going to exist in its current form by 2035. Nuisance's fiat is reminiscent of the Soviet Politburo issuing five-year plans in 1990 even as the USSR was collapsing.

But I agree with the other poster here that CA will unlikely exist in its current form in 2035. Besides, who knows. Maybe we will have LENR powered cars be then and the whole issue will be moot.
