My guess, the inspector had a friend or relative with a tree trimming business that would get paid by the city of Minneapolis if residents couldn't afford to hire someone.
Volunteers working for free would take money out of the pocket of the inspector's friend or relative.
Area hit by tornado and there is a city inspector and a police officer wasting their time that could be spent helping the people of the city in need (their job).
I hope he challenges the fine, show at the court house with a local newspaper / tv crew and see how quickly the city changes its tune.

Difference between Minnesota and Cuba? That's a hard one. Cheaper rum in Cuba? More sensible functionaries in Cuba possibly? Better climate?
