Perhaps the requirement for a degree is based on the assumption that college education is necessary to ensure that the applicant has reasonable writing skills. Do realize that the public schools no longer teach effective writing skills.

Most likely it just serves as a socioeconomic filter - i.e., the candidate will look, dress, speak like a mainstream middle class person and was able to function sufficiently to arrange financing, attend classes, etc. to obtain a degree. Rather than indicating that a college education is needed to do the job, it is a more an indication that a significant segment of American society is essentially subhuman and as a practical matter an initial crude filter is needed to disqualify a large number of applicants.
I am sure they have already selected the person who will be filling the job but have to meet a requirement to post it publicly, and the qualifications were designed to be a match for the individual desired.

This describes almost all posted jobs today, which is why "resume pruning/shotgunning/tailoring" is a complete waste of the average jobseeker's time and effort. It's a game designed to be lost.

True. However, the employer might be dumb enough to think that they still do.
