I don't think that's it. Soi-disant conservatives have been howling for Big Daddy Goverment to step in and Do Something About Big Social for a while, but it turns out not letting people use your shit for free isn't actually against the law for a public corporation.
A lot of other things that go on on Big Social, like pr0n, prostitution, and obscenity _are_ against the law, and I think this is Big Social pre-emptively removing an excuse for the Trump administration to come down hard on them.
