Because if its already illegal and people are still doing it then maybe making it EVEN MORE ILLEGAL might help. Or better yet, just pass a tangentially related law that has nothing at all to do with the actual crime in question, but hands more money and power over to the governing class.

We should just pass Bomb Control Laws making it illegal to own and operate bombs.
