Why do socialists love strong central governments and hate small government? Because it's pretty clear that when the majority of the good citizenry have an option of where to live, they're way more likely to choose the place that promotes free enterprise. So how do you address that? Keep them captive. Much easier to move states than it is to flee to another country in the hope of becoming a citizen there.
People in Illinois is supposed to stay and get fleeced like sheep in taxes to pay for retired government workers not to work. Don't they know that is their civic duty?
