Actually, it's disgusting that this is acceptable in a democracy. If there was ever a sensible quota it would be on working experience, not on women, blacks, etc.
This graph really tells a story. I would also like to see a graph on the size of the federal government, over the last century. In many other countries, the federal government is the largest employer in the country. If you include the tax funded banks and car companies, the US government must be the largest US employer. I also found it quite interesting that the Eisenhower administration, had the highest level from the private sector. I wonder how Eisenhower`s old army buddies felt about being left out?

Where does the data come from? What constitutes private experience?
