The article states the divorced father lived a couple of blocks away. Didn’t he ever stop in for a visit? Why was he unaware of the conditions in which his daughter was living?
I don't think that you're being fair to this poor child's father this time. He *did* comment on the death of his daughter, allegedly due to the neglect of a terrible mother. Obviously he determined some time ago that her mother wasn't worth keeping around.
Restraining order plus regular phone calls and/or visits that result in police showing up at his house, "To inform him that he is in violation of the restraining order", answers that question. Then again, as I know from personal experience, a woman scorned has no problem with leaving the state to prevent her ex from having access to their child.

According to the article, the father did comment. He did live blocks away so I wonder why he never checked up on her.
