The people who would have made the arrest are US Customs and Border Protection Officers. When DHS was formed they merged the Immigration Inspectors and Customs Inspectors into the CBP Officer position. The media are idiots and can't tell the difference.Shawn MoranUS Border Patrol
I lived on Guam for three years when I was a kid. There's basically three types of people there: locals, US military personnel, and Japanese tourists. I'm willing to bet that the "border patrol agents" are US military.I wouldn't be surprised if they were actually called border patrol agents due to some bureaucratic decree someplace.
no confusion at all here. You have to go through US immigration upon entering any US territory such as Guam, Puerto Rico, US Virgin Islands, etc. From thos terriories no immigration verification is done to the mainland US
I was stationed on Guam for three VERY long years. The border guys should make him stay.

Guam is a US territory. It is almost like any state. With the same laws. It is more Americanized then Puerto Rico. The locals are very patriotic towards being part of the US.It is about the size of a county in a state. Its very much like Hawaii expect there are Japanesse tourist all over.
