This same thing has been going on in California for a LONG time. When I was on shore duty in San Diego in the late 1990s, I remember a local AM radio station's conservative host (Roger Hedgecock?) doing an ongoing spot on his show about small and mid-sized businesses that were leaving California and moving to surrounding states. Time and again, the business owners said that it was primarily because of the expensive, burdensome, restrictive regulations and high taxes that California had.
It was one of the major reasons that I decided against retiring from the Navy in California, and transferred to Virginia instead.
