After finding out his allergies were reacting to a previous tenant who let her cat piss in the house, Cappy loses it and ties Americans who let their pets shit and piss in the house to the demise of Western Civilization:

Except times have changed, and there's no reason at all for that behaviour now.
Now rip up your cat piss-soaked carpet like the all-too-trusting landlord you have been in the past and repeat after me: NO PETS, NO EXCEPTIONS, NO FUCKING BREAKING THE RULES OR YOU'LL BE EVICTED AND WORSE.
Then change your rental contracts to add BIG FUCKING PENALTIES in them, because Americans only understand GETTING THE ABSOLUTE SHIT BEATEN OUT OF THEM now.

"Piss and shit-soaked" generally describes failed societies, which the USSA most assuredly and obviously is. A friend of mine recalled visiting Russia just before the Soviet Union collapsed and said that "piss and shit-soaked" described the streets of every city he visited. If you've ever traveled to a Third World country you know that this is the default state of all of them. I can't imagine Amerika being anything else right now. And of course it's only gonna get a WHOLLLLLLE lot worse.
It’s not just laziness, it’s actually much worse. Cats and dogs know perfectly well the difference between urinating inside the house and outside. When they urinate inside, it is marking behavior, and it’s tied to dominance over geography. So when the animals do this, they are showing contempt for the human’s authority and dominion over their shared space.
“Modern” adults tolerate disobedience and contempt from their children, white people tolerate hostility and contempt from blacks, Christians tolerate hostility and contempt from Moslems, Europeans tolerate contempt from thug refugees. It is a deliberate avoidance of masculine control over one’s environment and you’re right, it’s the end of civilization as we know it.
