Given that most of the people who are getting ripped off by this scam also support the hard left side of the Democratic Party I can't help but enjoy it.

I checked out the website and it seems this racket is a course requirement of some sort. Still, it's not worth it to lay out that kind of scratch unless it's some kind of magical "in" to a career that isn't accessible by normal means.

Most likely, this is just a way for local businesses to hire free labor and for the school to vacuum money out of kids' pockets while providing them with a fancy piece of paper.
