It's a bit of a misnomer. The real problem is with all the "alphabet" junk, "diversity" nonsense, and "feel good self-esteem" projects.....the students are failing basic achievement tests. So, instead of removing the nonsense - they increase the length of the day and say they are so "progressive"as their students have more "contact time" and "instructional time"Which is, of course, pure horseshit.

The kind of policies mentioned in this article was discussed in Charles Murray's book "The Bell Curve" in 1994.
